The plea was made by Rother councillor Carl Maynard, after a visitor to De La Warr pavilion in East Sussex was forced to pay £500 for repairs to his car, due to damage caused by other visitors.
Whilst the victim had a permit to park his vehicle there, the councillor stated that it was not the council's responsibility and that the terms of their legal obligation are clear.
Mr Maynard said: "Most car insurance policies cover damage caused on private land such as car parks, domestic driveways etc, but you should check with your insurance company to be certain."
The police advised the victim that the incident was a matter for the council, while the council are refusing to accept responsibility, while staff at De La Warr explained that the culprits had a right to be there.
A survey carried out earlier this year, by parts supplier Carparts-direct.co.uk, found that only a third of those whose cars suffer from acts of vandalism report the incident to the police.
